Since Heermann's Gulls have essentially failed in their main breeding island for years now, overwhelmingly the flock of 500 or so in Half Moon Bay, California is made up of adults. There were a couple of non-adults, including this bird which I think is a third cycle molting into definitive. The reason why it is not a second cycle, is that you can see remnants of a noticeable white trailing edge on the secondaries. Also the bill is bright red and adult like, and the uppertail coverts are contrasting and pale.
