Note the immature black marks in the tail, pale bluish-yellow iris and immature scapulars in the carpal edge (outermost lesser coverts) and very abraded (plain) outer greater coverts. The primaries are all black with the small white tips already worn away and the mirror on p10 is just a reduced round spot of the wing tip. Probably this individual is in 4cy plumage, as some adult-like characteristics can be seen as well: no black on the bill and adult-like yellow legs.
